InDesign Frames should be considered a necessity when inserting images onto InDesign. This is because that nest graphics, control alignment (you can change where the frame is positioned), and proportionally fits the picture. They let the user select the frame or the image inside the frame and move them around.
In InDesign, frames can hold images, text, or placed objects. When framing a placed image, the frame will show only the the part of the image in the frame. Any part of the image not in the frame will not show up when you click out of the frame.
It allows you to make images into different shapes and it can give you an outline. You could also paste words along the outside of the frame to give it some effect.
Frames can be containers for text, images, or other objects. If the object being put into the frame is larger than the frame itself, what is in the frame is the only part that will be seen.
The purpose of the frame function in InDesign is to crop pictures into the specific shapes and sizes. By moving the picture while it is in the frame, more of the picture can be cropped from the top, left, right, or bottom. The frames hide all of the picture that is outside of the frame outline. By putting the pictures into the frames, the overall design of the page is helped with the addition of different shape.

So if you only want to see a small part of the picture then you can make a small frame so that only the part of the image that is in the frame.
